We are the Housing Advisory Group

Founded in 1993 by the architects of the Low-Income Housing Tax Credit, the Housing Advisory Group (HAG) has been at the center of all significant advancements to the LIHTC over the past three decades. The HAG was specifically created to largely represent the affordable housing developer’s perspective on policy and practices, which have contributed to the production of over 3 million units of affordable housing. Working in tandem with other advocacy organizations largely founded by the same pioneers of the program, the HAG has succeeded by developing lasting personal relationships with key policy makers. Through these influential relationships, our members directly impact legislation based on their industry knowledge and experience. Setting the HAG apart from other organizations is the policy makers perspective of our members as constituents, providing a key resource within their districts and states. This unique relationship is one of the reasons the LIHTC enjoys such strong bipartisan support on Capitol Hill and within administrations since its founding by LIHTC supporter, President Ronald Reagan.

The membership of the HAG has played a significant role in every expansion and defense of the program over the past 30 years. From defending the LIHTC against sunset to increasing the per capita allocation from $1.25 to $1.75, creating a unique funding source during the 2008 -2010 financial crisis, and finally securing the fixed 9% & 4% rates, the HAG has engaged the key policy makers, staff and administration personnel that maintained and expanded the LIHTC, acknowledging it as the primary production vehicle for affordable housing.

Most recently the Housing Advisory Group has worked with the Biden Administration and Congress on housing resources during the COVID-19 pandemic. We worked directly with the administration to address the high cost of lumber and other building materials, sought regulatory changes to allow for American Rescue Plan Act (ARPA) resources to be utilized for affordable housing production, and to address delays in production due to supply chain issues and labor shortages. We have also been at the center of drafting and promoting the Affordable Housing Credit Improvement Act (AHCIA) and the Decent and Safe Affordable Housing For All Act (DASH).

We continue to seek regulatory relief and more resources to maximize the efficient production of affordable housing throughout the country. This is our mission, and our members continue to play a leading role in the success of the LIHTC program.
